concurrent list so that the centre can take the lead to give direction in higher technical, scientific and university education. Education as a %u2018concurrent%u2019 subject in our constitution should mean, something more than \good advice only\the educational department of the central government more active and dynamic than it is. This, I feel, will guarantee the greatness and essential unity of our country.%u201dSo it was that PVG Raju found himself in Chandigarh in the second week of May 1964 to attend the conference. The Bhakra Nangal Dam, one of the famous %u2018temples of modern India%u2019, was close by and had just been commissioned by Nehru the previous year. Being interested in development infrastructure and the social issues around it he decided to visit it. A decade earlier he had been arrested for supporting the oustees of the Nagarjuna Sagar Dam, on the issue of payment of compensation. PVG Raju made the fateful decision to visit the dam on th 11 May 1964, setting out in a car with three occupants, the escort, the driver and himself. On their way back from Nangal the car they were travelling in ran into a sandstorm, skidded off the road and dashed into a tree. As was his wont PVG Raju was sitting in the backseat, cross-legged in meditation with his eyes closed. On impact, the car door flew open and he was thrown out onto the road and suffered a severe head injury and was bleeding copiously. The person escorting fractured his hip and the driver was uninjured. PVG Raju was already unconscious and the driver was in a panic. As the traffic was sparse, they had to wait a while before a passing bus took them back to Nangal where there was a medical facility. It was there that the identity of the unconscious man was discovered.152
